Actually I think I'm going to do a pirate state.
Name: The Pirate Court
Symbol: A jolly roger wearing a crown
Territory: The sea, and the Caribbean.
History: The Pirate court has ruled Pirates since the Golden age, over two hundred years ago. As the golden age began to dwindle and die, the 7 lords of 7 swords decided they would not pass peacefully. An eighth sword was created, and given to Jesse Blackmoor as he was crowned Pirate King.
He declared war on the Local governments, with his Flag ship
London Drowning he destroyed city after city, claiming them in the name of the Pirate Court. Pirates from the world over joined his cause, creating problems in the countries that claimed the Caribbean. This made sending Armadas against the Pirate Court Impossible.
By May the 8th, 1721 All the Caribbean had been brought down in flame, and was now under Pirate Control. The Pirate Court Made there capitol at Port Royal. Jesse Blackmoor died twenty years later, as most of the & swords had been handed to new lords. The Eighth was given to the senior Lord, and was repeated another two times by 1840.
The New leader is James Blackmoor, Great great grandson of Jesse Blackmoor.
The Pirates now mostly deal in Shipping and Shipping Protection. for a small fee they will ship or guard shipments from countries from non-court Pirates. Pirates found operating without Court Approval are destroyed, and countries who do not pay are raided. They also take on Mercenary contracts.
Strengths: The Pirates are practicably in love with their Leader, and their government who provide for them. The common man also has a pretty decent time of things.
The economy is booming, mostly due to stolen goods, though the Pirate Court exports sugar and tobacco as well.
The Military is finely honed, if uncoordinated. Their ships are everywhere, and a sizable force can be pulled from almost any sea within a few days. On top of that, the 7 Lords carry supposedly magical swords.
Weakness: The world thinks low of Pirates, and that has not changed. They are seen as brigands and thieves, as well as paupers.
Pirates lack subtility, and so espionage is a large weak point, relying on Rum and loose lips as well as torture.
Their Tech is cobbled together from captured peoples, so it is rather advanced, but they don't really know how to produce it. the mystical is mroe their forte.
(so Basically they will be focusing on the Mystical aspects of steampunk, like zombies)

Jacques Depaul: A French Pirate, and second longest Member of the Court, he carries Sol, the sword of Flames. He deals with shipping and economy in the Court lands. His ship is the
The PerroquetEl Lobo: A Spanish Pirate, he was a carpenter before he fled from Spain. He handles the mood of the people, as well as being head professor at Shipwreck College in Havana Cuba. He carries Mexico, the Sword of Sands. His ship is
Santa Clara de Guerra.
Abdul Wainwright: A man of honor, he runs Arcanum, a College for those magically inclined. The position was last occupied by James Blackmoor. Abdul carries The شفرة المصير or Blade of Destiny.

Manifest DestinyRonald Zarcozi: The master of smuggling, he carries The Phanton Blade, and his ship is likewise named

To-Sheio: The lord of Narcotics, he is generally looked down upon by the other pirates for his Chinese heritage and name that literally means, lord of drugs. Still, they will all rally around him should he need it. His ship is a Chinese junk called
Li lun po min which translates to "Untraceable". He carries the Blade of Cold.
Selma Burns: The only woman in the court. She manages orphanages and schools, which are both overflowing with the runoff of Pirates. She carries Angel, the blade that never kills, though maiming is till possible. Her ship is called
The Orphan's Lament.
