Some hopefully clarifying things....
The Network Nodes, for reasons unknown, allow ships to surpass the speed of light. Salient facts:
1. The Network was here before humanity reached it. 2. A Network star can support four nodes. No more. The reasons for this is unknown. Attempting to force another pathway will cause destabilization in one of the other nodes. 3. Inside the Network, the Laws of Physics are consistent. A ship that enters a node at 30 kilometers an hour and then accelerates to 60 kpm will emerge from the other node at 60 kpm. 4. A 'node' is a sphere of space several kilometer in diameter. 5. A ship entering a node at a point x,y,z will exit the node at point x,y,z. The Z direction is approximately perpendicular to the system's plane, x points to the systems center of mass, and y is tangent to the gravity well of the system. 6. When a Mobius engine is activated, the ship is pulled into the Network space. It can emerge from the antipode point by powering down the Mobius engine once it has crossed the Network's Central Node. 7. No one knows what happens when you power down a Mobius engine while in the Central Node. This is because everyone who does is never seen again. A very poor image of a Network tunnel: *----*----* Where each * is a Node and - is some space. 8. Creating a new Network node is a job for specialist with lots of capital and lots of time. Only three Houses and some PC's have the infrastructure to do so.
This means you can have fights on the Network... though it's pretty risky (ships that might have been merely 'crippled' with a shot to the Mobius Engine will fall off the Network.)
Alright, I am officially going to open up recruitment. First off, some (but not all) NPC's.
House Han:
A most old and respected House. Though it functions like any other, it stands out in some strange customs. It is a matriarchal House, and it practices polygamy: one marriage for love, one marriage for dynasty. Figuring out the sexuality of the next Han heir (as well figuring out which heir will actually lead the House) and offering the opposite gender is one of the greatest games in the Conclave dealings. This generation, for the first time in several, has not needed to seek scientific answers to the issue of issue, and chose a male for her dynastic marriage.
Han's 5 systems are in the central area of the Network, surrounded by 'dead systems' (systems without habitable planets.) House Han maintains a strong space force and a tradition of elite soldiery, though it's been a long time since they were last tested. House Han maintains a fairly loose hegemony on the surrounding Independents and Minor Houses of a preferred trading partner status. It should be said however, that Han has traditional beef with the Guardians, a situation that has not been alleviated in thousands of years due to their insistence on maintaining genetic capable facilities for the purposes of providing the female-female dynastic marriages with offspring. House Han has two branch Houses (Anchova and Lira) that help run systems and vote in lock step with them in the conclave.
Territory: 5 congruent systems, surrounded by dead systems. Very loose control over most neighboring areas. Russia, not that anyone cares.
Characters: The Lady Anna (Russian name, pronounced Ah-nuh) Finate-Han, third of her name, Mistress of Han Space, Heir to Legacy, Rightful Ruler of Earth and her Colonies, Keeper of The House Pledge: We Are Han, Unashamed. In appearance, she is nothing like her legendary ancestors until you look into her eyes. The flash of intractable intellect and pride behind her green eyes is much the same. She has kept her House bureaucracy under family control, unlike so many Houses lost in decadence.
Consort Tamara Datar. Product of House Tessier's endless eugenics quest for the perfect celebrity, Tamara Datar fit almost every qualification. Intelligent, beautiful, charismatic, could sing, dance, act and was even mildly psionic. But she was too independent minded. Disappointed, Tessier shoveled her off into the high class consort business, and were very much surprised when House Han offered a ludicrous bid. What exactly Tamara Datar does at Pride Rock is a mystery, but she is never far from the Lady.
Lord William Tallic. Second son in House Tallic. Quite content to get drunk and party until such a time that the Lady decides it's time to try for an heir.
House Tessier:
Las Vegas had a one night stand with the music industry and then dropped the kid on Hollywood's doorstep. All the best casinos are here, all the best movies are made here. When you win the lottery, you go to Babylon. You leave two days later, poorer than you were before. System Tessiera houses the only Pan-Network music, movie, stimsim, and broadcast industries.
Though it had but one system and no military to speak of, House Tessier is nevertheless one of the most profitable Houses in the Network. Every six months they release a new big stimsim or movie. In April, the blockbuster or comedy hits. In October, the drama.
Territory: System Tessiera, which includes Planet Babylon and the Muses Station.
Characters: The Lady Jane Tessier: Considered an oddball in the Conclave. Flighty, prone to non sequitur ramblings, insists on dressing in ridiculous fashions. Yet she (or someone) has beaten off several in House attempts to seize control of Tessier financials.
House Umberto:
A beloved House, distinguished by honor. Regardless of history, in the past 40 or so generations House Umberto has come to believe and act on its own propaganda. A tradition of self sacrifice and martyrdom seeps out of the Imperial Palace, itself little larger than the average bureaucrat's residence.
Behind this goody two shoes attitude, House Umberto controls a considerable manufacturing base, a large fleet, and a large army. They recently began a push to the edge of Network space, and control 6 productive systems. They also donate considerable funds to the Guardians, and other humanitarian organizations. They have one branch House (Cavour) that votes with them, as well as a coalition of three Minor Houses.
Territory: Six systems, Greater Rome. (A city state surrounding the Vatican city state)
Characters: Emperor Umberto LXII, People's Emperor. A young Emperor, looking to make a name for himself. Came to power two years ago.
There's your format: Summary, territory, characters. I've finalized how the stats will work, but I'm not revealing them just yet. DO know, however, that I added Defense as an espionage stat, and Conclave votes.

Divied up into nations. More or less powerless because a. they give all their defense spending to the Guardians and b. they're a bunch of separate units on one planet in a Network where one united planet is a minor power at best.

Much like Earth, it's divided. The Conclave sits in orbit over Jupiter, the Guardian's have Mars proper.

The IESC- The Imperial Exploration and Surveying Coalition
Evolves from: Various scientists from all nations
Systems controlled: The Chiron Nebula Cluster (Virginia, India, and Tigris systems)
Capital: Newfoundland, on Chiron I in the Gammatis system. (most if not all colony/city names are based off of famous historical finds, important locations, and researchers. For example DaVinchi, Jerusalem, Thebes, and Gutenburg are all city names)
Government/Social System: A group collective meets benign buisness. The 'government' is comprised of a 'Board of Directors' (who are all previous First Team members) who run the economics and secrets, the 'First Team' (In charge of exploration, often on active trips) and Military Command (In charge of security)
Stat Overview MO: Born as a organization over a hundred years ago, they founded their own system. They still remain relativly neutral in affairs, surveying and researching all sorts. Research: medium. They are a bunch of scientists but many of them are more likely to study something than to research new things. That said, they can utilize pretty much anything they get their hands on. Economy: High, from papers written and surveying/mining rights. Military: Low, they really have a small military, who are in fact a mercenary company they have permanetly contracted. They are also well defended by clients if hired. Morale: As scientists they all love what they do, but there is a lot of internal strife due to academic disagreements. FO: above average, they do a lot of good and little bad Espionage: It is neither good nor bad- because it doesn't exist. Anyone can infiltrate the group, but damage would be limited because of the communal nature of the group. Information is free- so the best way to hide something is to simply not tell anybody. The most they have on offensive espionage is 'I know a guy who owes me a favor' Indiana Jones style.
Characters: The Board of Directors- The previous First Team- President(Team Leader) Michael Collins- Twenty years ago Collins and his team made the IESC famous by finding several 'Eden' systems, as well as discovering a new lighter metal. Now he acts as overall head of the organization. So far he has done a good job.. but he really wants to go back into the field.
Secretary of Communications (Comm Officer)Harvey Grey- This is the man in charge of maintaining order and sending/receiving orders and reports of an entire organization. He is happy with his current job, and has made several improvements to system. He is also the closet thing to a spymaster the organization has.
Secretary of Economics (Head Geologist) Miranda Thames- Known as the Ice Queen behind her back, Miranda was once the head geologist of the team. Now she uses her ice cold mind to run the money and keep the IESC 'in the black'. She is a bitch, but no one can argue with her results.
Secretary of Internal Affairs (Engineer) Austin Reynolds- This position is different than most. Internal affairs in the IESC is a technical term, and Mr. Reynolds is in charge of making sure the ships keep flying and the boys in R&D get their damn funding.
Secretary of Health (Medical Officer) Lei Hun- Lei was comfortable with taking care of people. Her new job makes her glow with happiness, as now her job requires her to take care of thousands of people. She makes sure everyone has the requisite vaccines and is in charge of researching any new diseases found on the planets they discover.
The First Team - Team Leader Kain Masters Communications Officer Jane Grey Medical Officer Petyr Gorbayiv Engineer Tina O'hannigan Head Geologist- Farrum Starr Security Commander- Marina Ramirez

Military- Captain Argos Renn- Originally head of security on the previous first team. He is a well rounded individual, not passive but he knows when to ignore a problem. The Captain has recently been slightly increasing the military forces.

As seems to be a sort of tradition for me, I've got a few dozen concepts spinning around in my head that I like, and can't decide between them. Here are my three favorites, for your edification.
-The Dragon Temple: A religion devoted to dragon-worship and the concept of humanity's "Transcendence", or ascension to godhood through mutation. To that end, they practiced a lot of genetic modification techniques (giving themselves wings, horns, scales, etc.), until the Guardians came in and kicked the shit out of them. They now use "genetic grafting" instead, which is pretty much the same thing, but much more limited. As you can imagine, they bicker with the Guardians a LOT, but they grudgingly obey their laws.
-House Taedifer: They are not the most powerful house. They are not the wealthiest. They are, however, indisputably the largest, both in membership and in territory. House Taedifer is a conglomeration of several dozen minor houses linked through marriages, blood pacts, alliances, and trade agreements, and regularly bring new minor houses into their fold.
-Hydra City: A megastructure made up of thousands of space stations, each ranging from the size of a small building to the size of a major city. Slowly grown and expanded over millennia. The city is a major hub of trade, heavy industry, and technology. The population is massive, rivaling that of entire star systems.
-The Leonic Guild: An association of businessmen, bankers, merchants, traders, explorers, smugglers, conquistadors, mercenaries, and just about every other profession, the Leonic Guild has been in the business of business for some centuries now. As the foremost of the Network's many guilds and corporations, the Guild is absurdly rich, and has extended its sphere of power to just about every monetary task known to man.

Vague idea I had, probably needs confirmation from the GM:
A science institute, working closely together with the guardians in determining which technology is or is not legal by their standards. They test such illegal technology under close supervision.
Alternatively, I'm thinking of doing scientific outlaws hiding in the net, aboard mobile habitats.
