Well, I think he said there would be FTL travel, so I think that the entire galaxy is open, or a significant portion thereof.
By the way, what scale should are nations be on? single-system, multi-system, owning entire constellations or what?

FTL will be possible, but... limited in target areas. No hyperdrives, only Network Nodes. So you're limited to the systems that have been linked to the Network.
Most great houses control 3-4 systems.
Banned techs: Intelligent AI's (intentionally rather nebulous.) Genetic engineering on humans. It's all natural or nothing. There is an age limit of 150. World ending level techs are frowned upon, underdeveloped (most wars are about conquest, not destruction), and have fallen behind defensive research.
Techs that no longer work: After a breif golden age of psionics, the ability slowly faded from the human race. Current the best of the best psionics can light candles, lift boxes and detect surface emotions.

So what level of defensive techs are there? I mean, presumably anyone with a tractor beam, an asteroid belt and a few weeks could kill any planet they set their mind to.

Re Transhumanists: In an effort to draw down on the amount of crazy awesome prevelent in TW cannon (as we were pretty much at 'destroy planets at whim' levels) and to give the scientists in the next game a purpose, (and for IC reasons) a great number of technologies are banned and or heavilied regulated. Among them, genetic technology. The greatest military force in the Network are the Guardians of Humanity, whose sole purpose is the destruction of AI's, genetic abominations, and other banned technologies. Also, should aliens show up, they'll probably fight them too. Just an FYI, in case you don't want to play an opressed minority. Hmm... honestly, I'm rather attached to the concept. Perhaps there's some way to make it work? Like, say, before the prohibition on genetics, they were definitely into mutation, cloning, the works. When the Guardians enacted the prohibition, they just...stopped. They're still into genetics, but take great care to stay in legal parameters (like GATTACA level genetics. Advanced, but not crazy.)

One, is there a central Empire over humanity, or just a bunch of feuding successor states?
Two, are AIs banned, as in Dune? Or are they allowed with restrictions?

There are the Guardian's, who claim Network wide jurisdiction, and a Conclave of Great Houses for all the noble PC's and NPC's. It's mostly a forum for people to bitch at each other though, no teeth. By that point you've already kicked the shit out of the defending fleet, and flying asteroids are kinda a moot point. But yeah, you could, though there are things like ground based shield batteries. As long as pre-banning they weren't going crazy and had some people within humanities natural, if rare limits, it would be hard to separate normals from abomination. After that they'd be free to breed what they do have true, though the Guardian's would be peering over your shoulder and gleefully offing anyone over 150 (which, if wealthy, would be a fair number of your near perfect people.) Continued work on genetics would invite even more 'oversight.' So, your group probably got hit hard, lost many members and a lot of tech, but probably could survive. In order to grow you'd have to breed, internally (to prevent dilution) and with occasional good outsider stock (to prevent inbreeding... though reinforced genetic defects would be much less of a problem for you lot.)

What about upload if AIs are banned?
And outside of the network, can we get our ships to new systems in reasonable timeframes? By which I mean, how fast is acceleration?
