The best way to win a war is to not be a participant and to sell stuff to both sides. Wise words, my friend. Of course, an even better way is to sell stuff to both sides, and attack both sides with the stuff you've kept from them, while they are weak from fighting each other.

I prefer the diplomatic method. Spark the war with your espionage, then sell stuff to both sides, keeping good relations with them. The one whom you like more gets helped to a victory over the other, after both have sufficiently been weakened. Then you use that one as a proxy and collect what he owes you from the earlier help in favours.

Eh, trying too hard to be subtle gets you left out of the action. Play both sides, try to look strong enough to be a desirable ally but not dangerous enough to be worth ganging up on, and when all else fails launch a massive unprovoked sneak attack.
On a separate note, I've got a theme song for the Necromancer States.
