an if they're anything like the stereotypical lizard-men, they'll be living in jungles, so your desert people should be safe unless they're super-druid eco-warrior types.

You don't have to be enemies. I mean you could just let the poor human slaves die as they work themselves to death in the fetid swamps of C'tis. If it would make you feel better I could add sandworms. Also, could people add a list of major exports and imports to their factions description? You can include services as well as goods as exports. I'll add some to the NPCs as well. It might not come up but I think it would add some realism to trade agreements. Nations that have a trade agreements will get less if neither side has something that the other side wants or bonuses if the their exchange involves something that the other side needs. Secret organizations, or factions that don't have a country or exported goods would be exempt of course. Edit: I considered listing "False Hope" as an export of the Imperial Cult but thought better of it.

Looks pretty good to me.
I'd put water or mountains in between the warring provinces of the east and the empire. Mostly to make it harder to reach, creating a sense of distance.
Since The Wander's background mentions trade caravans, maybe slide it over so that the easiest path to the east goes through The Great Desert.
