their shared domain is civilization, each ruling over a smaller domain of it's aspects.

Regarding the Oni guy, did the Pankrator just let the Oni do what they wanted on the islands? If so, why? I mean, he's pretty much omnipotent (or was)

Pretty much.
For the same reason fighting between the various Nazhedria factions we're allowed to fight each other, and bandits and slavers we're allowed to attack caravans in the south. The Pankrator didn't get involved unless it looked like a direct threat to the empire or his position as Overdiety.
The Imperial Military was around to take care of the small stuff like bandits, insurrection and raiders.
Since none of the Oni were doing much of anything other then kill each other and occasional raids. For the most part it wasn't worth his notice.
Of course you could argue that as an omnipotent being he should have been able to foresee Kousou trying to become a god and put a stop to it before it got out of hand. But if he did that he might as well as stopped whatever caused him to disappear before it happened as well.
There are other possible explanations but those fall under, "That's for the GM to know, and you to kind out."

ah, okay then. So who are they raiding anyway?
and what are the infernal and Celestial realms like anyway? How powerful are their inhabitants? how numerous? how difficult to summon? Can they be Pretenders?

Neighboring provinces in the far east/west. Unless someone else picks up an oriental style faction or places themselves in the far east/west, assume it's a bunch of warring provinces like the waring states period in China.
The Infernal and Celestial realms are sort of like a hodgepodge of the different heaven and hell concepts of mythology. The Infernal realm contains areas reminiscent of Dante's Inferno, the Norse Hel, Sheol. The Celestial Realm would have areas reminiscent of the Christian concept of heaven, Asgard, the Elysian Fields. As far as exact numbers or power levels it's difficult to know, it boils down to a "How many angels can dance on the head of a pin?" type situation.
Generally it's quite difficult to summon a being of any significant power to the material realm, but given enough incentive the celestial or infernal power can make the summoning easier. Incentives could be the promise of a soul, souls, or a particularly debased act for infernal beings, a promise of devotion, proof of contrition, or great need for a celestial being.
Time doesn't work the same way in the Celestial and Infernal realms as it does in the material. So to some extent, the Pankrator's influence still holds power there, and also he's been gone for millennia. It boils down to one of those complex theological/metaphysical concepts that man probably wasn't meant to know.
A Celestial or Infernal being could become a Pretender, but they'd have to exist on the material plane, be worshiped. Since time doesn't work the same in the other realms, if they returned to their home plain, they may not come back until one of the Pretenders is already Pankrator or maybe even before the Pankrator died. Cue head explosion.
