I know that it's freeform, but are their any mechanics to getting involved beyond plane logic, maps, etc.? What is the meaning of those '+' symbols?
And yes, I'm impfireball from GitP forums. Interested in playing but not hosting since D&D is more my thing in regards to GMing and such.

Pretty easy,
Total War is a game of freeform with loose stats.
So if I have:
Military ++++, I have 4 military which means in theory I am stronger than Joesmoe with a military of +++.
Where the freeform comes in is that seeming advantage can be defeated by good roleplaying and tactics.

Or by a third party having +++++ espionage and an interest in the conflict.
