So, the old gang was discussing this idea before in my TW2260 game's OOC thread. Basically the players would not play a nation but a "state" in a bigger empire. The players would have to cooperate to survive, since there are larger and stronger nations all around them, but would also do what they could to have the empire move in the direction they want it to.
I'm thinking that the term "empire" might be a bit inappropriate for this nation, though, since that presents a couple of problems. I'd rather not give the Emperor title to a player, since that would unbalance the game, and I wouldn't want to have an NPC Emperor either since that would make the nation less player-run.
Anyway, this thread is for discussing and improving this idea a bit before trying it out for real. I might be up for GMing it, but I'll have to see how much interest there is both for the game and for me GMing.
So, any thoughts on how to do this?

I think the best idea would be a "Confederation" type of government; akin to the Old Swiss Confederacy. Nominally allied for the sake of survival, closely economically and socially connected, but no real central government besides a council, and all groups going mostly their own way.
So yeah, I'd say Council would be the closest to what I'm thinking.

Perhaps the council should elect a kind of chairman who keeps order in the council etc.? The chairman could have his position for about two-three turns or something, and then the members choose a new one.

A possibility for an angle: our factions are part of an empire, in which the emperor has died/been deposed and our factions/characters make up an interim Imperial Council, theoretically ruling until an heir shows up but in reality having no plans on giving up power. We'd share power over a single nation, with each of us having control over different factions within it, i.e. the army, the intelligence agency, the state church, the local megacorp, etc.
That said, I'm pretty much good with anything. Just thought I'd put in my two creative cents.

Yeah, I think we considered that idea before as well. The problem with it, though, is that some positions are obviously more powerful than the others and would have an unfair advantage over the others. Which is why we came up with the whole "allied states"-idea.

Just curious, does anyone have a particular setting in mind? I myself nominate some sort of fantasy setting, a la puppyavenger's old Total War Fantasy game.

I was thinking a regular medieval setting, but a fantasy setting is just as good. It does open up some different possibilities.

If we do this, non-human races allowed? Please non-human races? Well, if we go the fantasy route I would allow non-humans. Only non-monstrous humanoids though. No swamp-monsters, hill giants or anything too weird. Orcs are alright I guess. The idea is that the races involved would have to be able to cooperate with others in an Empire-like fashion, which I imagine monsters would have a problem with.
