0: L'etat, c'est non. the officer corp, the soldier, the bureaucracy, the proletariat, the bourgeoisie, the farmers, the aristocracy, minorities, nationalists, and the church, you know the only thing they can agree on? That the government has got to go. At this level, you've got as much control over the country as the current regime in Mogadishu has over the rest of the country. a bit less actually.
1. If there isn't a civil war or wide-spread rebellion going on, there will be one soon. The populace hates you and the bureaucracy and military is probably sitting on the fence.
2. Strikes and civil disobedience are common, or would be given the absence of factors such as a loyal army. The Populace dislikes you, and there are probably several social groups and factions that would be more thne happy to seize power, but the bureaucracy and military will listen to the government, and no-ones ready to try and mass uprising.
3: The populace is rather apathetic, or slightly negative. There are some groups of trouble-makers, and some groups of patriots, but it averages out.
4: the populace is strongly patriotic and loyal. Any incompetence is likely to be ascribed to some scape-goat. actual anti-government activities or beliefs are quite rare, inefficiency and corruption is probably a bigger problem.
5: this level is only really possible in a very small organization, or through mind control. Everyone is completely devoted to the government, and willing to sacrifice their lives for it.

This shows the levels of industrialization there is in your country, as well as your ability to weird steampunk things. it goes from 1-5.
at 1 your a group of nomads or primitive agrarian people without steel, let alone steam power.
at 2 you're at the level of Quing China or pre-Mej japan in the time period, you can build fire-arms and such in limited amount, but hardly industrialized.
at 3 you've got modern (for the 1840's) industry, basic railroads, and a few steampunk gadgets.
at 4 you're techs ahead of its time, and you can start trying to get the more insane and reality defying steampunk stuff. 5 is the same, but moreso.

Okay, the game will be played in turn, each representing about six months of game time. They will take either one or tow weeks, depending on how active the players are. The first ones going ot be two weeks anyway.
At the end of each turn, every player will PM a End of Turn post, which details their actions that turn, regardless of whether the action has been said elsewhere.
Each turn will end on a saturday, and I'd ask everyone get their PM's into me by the end of that saturday. I'll then assign stat boosts, tell you how projects are going, and so on in a reply PM, and make an End of turn post about everything public.

How well trained, well-equipped and big your army is. goes from 1 up. It's on a linear scale, 2 is twice as good as one, 3 is 3 times as good as one and 1.5 times as good as two, and so on. Of course, clever strategies and terrain can make up for a military deficiency if the plans smart enough.
